Update the workspace AI auto-refill settings

Updates whether auto-refill is enabled, its monthly ceiling, and the monthly top-up spend cap in cents (null removes the cap), recording the acting user; omitted fields are left unchanged. Requires a Clerk session and the `billing:manage` workspace permission.

Read the workspace AI auto-refill settings

Returns the workspace's opt-in auto-refill preference and its monthly ceiling, the monthly top-up spend cap in cents, and what paid packs have cost this UTC month. Requires a Clerk session and the `billing:read` workspace permission.

Open a customer portal session for the workspace

Creates a Polar customer-portal session for the workspace and returns its URL, so the payer can manage payment methods and invoices with the provider. Requires a Clerk session and the `billing:manage` workspace permission.
