List the platform admin accounts

Returns every platform admin with its role, status, and activation time. Platform admins only.

Enable or disable a platform permission policy

Toggles one platform policy and records an audit event. Platform admins only; an unknown `policyId` is reported as not found.

Invite a platform admin

Creates or re-enables a platform admin account for an email address and returns it. Platform admins only, and owner-only while the `require-owner-for-admin-invites` policy is on; a request without an email address is rejected as a validation error. Idempotent by email: inviting an address that is already an active admin returns the existing record.
